The real cost at your size
Multiply the price by your number of recruiters and add the options. Then compare to a flat per-firm price.
Bullhorn is a reference platform for staffing agencies, from front office to payroll. For a firm with a few recruiters, it is often more than you need. Here is a lighter option at a flat price.

Per-user cost weighs heavily when the firm has two or three recruiters.
AI search and matching features sit in the quote-based plans (Pro and Max).
A platform built for the whole chain (front office, middle office, payroll) when you only need the recruiting part.
You want a tool designed in French and English, with a human in the loop before every reply.
These are common reasons for a small team, not a verdict on the tool. If none of them apply to you, stay where you are.

Check whether AI matching is included in the plan you pay for, or kept for quote-based plans.
A good tool says why it recommends a candidate, in terms of skills and experience.
If you use invoicing, timesheets or payroll, a light ATS will not replace them.
The points that matter for a firm with a few recruiters, with no spin on either side.

RecruitEasy
One flat price per firm: Solo $29 USD (1 user), Team $69 USD (5 users), Business $149 USD (15 users), Enterprise on quote. In Canadian dollars: $39, $95 and $199. Adding a recruiter does not change the bill as long as you stay within the plan. AI features use monthly credits included in each plan (50, 200 or 800).
Bullhorn
For small agencies, Bullhorn lists Starter at $99 USD and Core at $165 USD per user per month, with free implementation. Pro (with Amplify AI) and Max are on quote, as are the larger-agency offers. The page does not state the billing term or a minimum number of users.
Example: a firm with 3 recruiters
Bullhorn covers the entire staffing agency chain. If you only use the recruiting part, RecruitEasy costs a fraction of the price and includes explained matching from the entry plan.
Monthly prices before tax, without add-ons. Currencies differ based on what each vendor shows publicly.
RecruitEasy
For every new job, RecruitEasy rereads your database and resurfaces the candidates who already match. Every score (a whole number from 0 to 100) comes with a plain-language explanation: skills and experience. You see why a profile comes up, and you decide who to call.
Bullhorn
Bullhorn's AI search and match (Amplify) is part of the Pro plan, and Max adds agents that run screening, matching and outreach. Both plans are on quote.
RecruitEasy
For every candidate you do not move forward with, RecruitEasy drafts a specific, respectful reply. You read it, edit it if needed and approve it before it goes out. Nothing is sent without you. You also get email templates, interview scheduling and team chat.
Bullhorn
Email sidebar from Core; on higher offers, omnichannel engagement, SMS and chatbot. For how rejected candidates are informed, check their documentation.
RecruitEasy
French and English interface and content from day one. A human in the loop before anything is sent to a candidate (Quebec Law 25, s. 12.1), an audit trail of AI-assisted decisions, and an AI-use disclosure added automatically to public job posts (Ontario ESA requirement, 2026).
Bullhorn
Bullhorn is an international vendor. If you hire in Quebec, check with them about the French interface and how their AI agents handle Law 25.
RecruitEasy
Chrome extension to import profiles, sign-in with a Google, Microsoft or LinkedIn account. No integration marketplace, job board multiposting or Outlook/Google calendar sync yet. We would rather say so than promise it.
Bullhorn
A marketplace of 300+ pre-integrated partners according to their site, LinkedIn integrations from Core. A much larger ecosystem than RecruitEasy's.
RecruitEasy
A young product built in Quebec by a small team. Fewer features and integrations than an established tool, but direct access to the founder and a product focused on three things: your dormant database, the explained score and a reply for every candidate.
Bullhorn
Bullhorn describes itself as the platform behind 10,000+ staffing agencies, with offers that extend to middle office and payroll. It is the most established option on this list.
If you can export your candidates from Bullhorn as CSV or Excel, you import them as is into RecruitEasy.
In RecruitEasy you import a CSV or Excel file (.csv, .xlsx, .xls), map each column to a field (email, name, title, skills, experience, and so on), check a preview, then run the import. Imported candidates are then enriched and indexed in the background so they show up in recommendations. You can also add PDF resumes, which are parsed automatically, and import LinkedIn profiles with the Chrome extension.
Check with Bullhorn which export formats your plan offers. Want a hand? Write to us before you migrate.
For the recruiting side of a small firm, often yes: candidate database, explained matching, pipeline, interviews and candidate replies. For client CRM, timesheets, invoicing or payroll, no. If you depend on them, stay with Bullhorn.
Bullhorn lists Starter at $99 USD and Core at $165 USD per user per month; Pro and Max are on quote. For 3 recruiters, expect $297 USD per month on Starter. RecruitEasy costs $69 USD ($95 CAD) per month for the whole firm, up to 5 users.
Yes. Every plan includes explained matching, with monthly AI credits: 50 on Solo, 200 on Team, 800 on Business.
