Bilingual Recruitment Software in Quebec: 2026 Comparison for Placement Firms

You run a small placement firm in Montreal or Quebec City. One recruiter, one or two business developers, a few thousand candidates collected mandate after mandate. You are looking for bilingual recruitment software, and most of the comparisons you find are about tools built for the HR department of a large employer.

This comparison starts from your reality instead: client mandates, a candidate database that is your main asset, a team that works in French, and a software bill that has to stay reasonable. We compare the tools placement firms actually evaluate: Manatal, Recruit CRM, Zoho Recruit and Bullhorn, and we place RecruitEasy, the tool we build in Quebec, alongside them. We are obviously not neutral. That is exactly why every price below was checked on each vendor's public page in September 2026, and why we also list our own limits.

Why a comparison for placement firms, not HR departments

An in-house HR team and a placement firm do different jobs. The first hires for one company. The second hires for clients, bills for placements, and lives on its ability to find the right profile quickly.

In practice, a firm needs things an HR department barely uses:

  • Tracking clients and mandates, not just internal openings
  • Reusing its database: a candidate you met two years ago for one mandate may be perfect for tomorrow's
  • Presenting a candidate to a client with a clear rationale
  • Keeping costs predictable while the team grows or shrinks with the seasons

That is why tools like Workable, BambooHR or Greenhouse, which dominate general comparisons, are set aside here. They are good products, but they are built for in-house hiring (and BambooHR is primarily an HR system). As a placement firm, you will rarely find them shaped around your mandates.

If you are an SMB hiring for yourself rather than for clients, our complete ATS guide is a better starting point.

Four criteria that matter for a small Quebec firm

1. French every day, not just in the menu

A translated interface is not enough. What matters day to day:

  • Working in French all day without falling back on English screens
  • Writing to candidates in their language, with French and English email templates
  • Reading a résumé correctly whether it is in French, English or both
  • Getting help in French when something breaks

During the trial, test these four points with your own résumés and your own emails. That is where the differences show.

2. Pricing that does not penalize growth

Most agency recruitment tools are billed per user. It is easy to understand, and for a solo recruiter it is often very affordable. The math changes when you add a business developer, an assistant, or a partner who wants to browse the database now and then: every login becomes another line on the invoice.

Ask yourself early: how many people really need access, today and in two years? Our ROI calculator can help you estimate what the tool has to return to pay for itself.

3. A candidate database that works for you

A placement firm builds up thousands of profiles. The real hidden cost is sourcing fresh candidates for every mandate while the right people are already sitting in your database. Check how each tool helps you resurface them: keyword search, automatic recommendations, and above all, does the tool explain why it suggests someone? A recommendation you cannot justify to your client is not worth much.

4. Compliance: Law 25, the Charter of the French Language, Ontario

Three frameworks to keep in mind:

  • Law 25 (Quebec): when a decision is based exclusively on automated processing, the person concerned must be informed (section 12.1 of Quebec's private-sector privacy act). A tool where a human validates every decision makes this simpler. See our Law 25 recruitment guide.
  • Charter of the French Language (as amended by Bill 96): among other things, it limits when an employer can require a language other than French for a position. Your tool should let you publish and communicate in French first.
  • Ontario: since January 1, 2026, employers with 25 or more employees must disclose in publicly advertised job postings whether they use artificial intelligence to screen, assess or select applicants. If you recruit for Ontario clients, plan for it.

The tools one by one

Manatal

Manatal is an accessible cloud ATS with a CRM module for managing clients and dedicated pages for recruitment agencies, executive search and staffing. The interface is offered in French, English, Spanish and German, and career pages can be displayed in French.

Strengths:

  • Low entry price: US$15 per user per month on annual billing
  • AI candidate recommendations with a match summary
  • 14-day free trial

Worth checking for a firm: the Professional plan is capped at 15 jobs and 10,000 candidates per account. If your database is larger, you move to Enterprise (US$35 per user). See our Manatal alternative page for details.

Recruit CRM

Recruit CRM combines an ATS and a CRM built for recruitment agencies and executive search firms. It includes sales pipelines, a Chrome sourcing extension, AI résumé parsing, a mobile app and a broad integration catalogue. The interface is available in French among roughly ten languages.

Strengths:

  • Designed for agencies from day one (clients, mandates, sales pipelines)
  • Advanced features on higher tiers: email sequences, reporting, automation
  • Mobile app

Worth checking: billing is per user, and several features (workflow automation, data enrichment, job multiposting) sit in the Enterprise plan or run on credits. Ask for a full quote for your team. See our Recruit CRM alternative page.

Zoho Recruit

Zoho Recruit offers a separate edition for staffing agencies, with dedicated portals, formatted résumés you can send to clients without personal details, and AI match scores (Zia). It is also one of the few tools with a free plan.

Strengths:

  • Free plan to start, then Standard at C$30 per user per month (annual billing)
  • A natural fit if you already use other Zoho apps
  • 15-day free trial and a 45-day money-back guarantee

Worth checking: several options are sold as add-ons and premium support costs extra. Add it all up for your case. See our Zoho Recruit alternative page.

Bullhorn

Bullhorn is a long-standing reference in staffing software. Its range goes from a Starter plan for small agencies up to Bullhorn One, which covers front office and back office, invoicing included. It has a large marketplace of partner apps.

Strengths:

  • Full coverage of the placement business, including placement invoicing on the top tiers
  • Very large integration ecosystem
  • Free implementation on the Starter and Core plans

Worth checking: it is the most expensive option in this comparison for a small team (US$99 per user per month for Starter), and the AI features sit in the quote-based tiers. See our Bullhorn alternative page.

RecruitEasy

RecruitEasy is an ATS built in Quebec for small placement firms and independent headhunters. It is designed around one specific problem: the right candidates are already asleep in your database.

What it does:

  • Dormant talent pool: for every new mandate, the tool rereads your database and surfaces the candidates who already fit, with a score explained in plain language (skills and experience). You see why, you decide who to call. See candidate matching.
  • Honest feedback for candidates you do not retain: the tool drafts personalized feedback that the recruiter previews and approves before it is sent. Nothing goes out without you.
  • Audit trail: AI-assisted decisions are logged, and the AI-use disclosure is added automatically to public job postings (Ontario 2026 requirement).
  • Native bilingual FR/EN, built in Quebec.
  • Per-organization pricing: Solo US$29 per month (1 user), Team US$69 (up to 5 users), Business US$149 (up to 15 users), Enterprise on quote. In Canadian dollars: C$39, C$95 and C$199. 14-day free trial, no credit card. There is no free plan.

Our limits, plainly:

  • A younger product than the others in this comparison
  • Fewer integrations than Bullhorn or Recruit CRM
  • No full client CRM or placement invoicing like Bullhorn
  • No native mobile app

Full details on our placement firms page.

What it costs for a three-person team

Take a typical firm: one recruiter and two business developers, so three logins. Here is the monthly cost at September 2026 public prices, before taxes and add-ons:

Tool and planCalculationMonthly cost
Manatal Professional (annual)3 x US$15US$45
Manatal Enterprise (annual)3 x US$35US$105
Zoho Recruit staffing Standard (annual)3 x C$30C$90
Zoho Recruit staffing Professional (annual)3 x C$65C$195
Bullhorn Starter3 x US$99US$297
RecruitEasy Teamflat, up to 5 usersUS$69 (C$95)

To be fair: at three people, Manatal Professional and Zoho Recruit Standard cost about the same as RecruitEasy, or less. The benefit of per-organization pricing shows up as the team grows. At five users, RecruitEasy Team stays at US$69. At fifteen, Business stays at US$149, while a per-user tool multiplies its price by fifteen.

So compare on three things at once: the price today, the price at the size you are aiming for, and the plan limits (number of jobs, number of candidates, which AI features are included).

Who should pick which

No tool is best for everyone. Here is our most honest reading:

  • Pick Bullhorn if you are an established agency with a lot of temporary placement, you want invoicing and back office in the same tool, and your budget allows a high per-user price.
  • Pick Recruit CRM if your priority is a strong sales CRM, many integrations, automated email sequences and a mobile app, and per-user pricing works for you.
  • Pick Manatal if you are solo or close to it, your database stays under 10,000 candidates, and you want the lowest entry price with AI recommendations.
  • Pick Zoho Recruit if you already live in the Zoho ecosystem, or you want to start on a free plan.
  • Pick RecruitEasy if you are a small Quebec firm working in French, you want to reactivate the candidates sleeping in your database with a score you can explain to your client, answer every candidate honestly without giving up your evenings, and keep a flat bill as the team grows. In exchange, accept a younger product with fewer integrations.

How to test software in 14 days without getting it wrong

A free trial is only worth something if you run it on real data. Here is a simple plan that works for any tool in this comparison.

Days 1 to 3: import a real database

  • Import a few hundred real résumés, in French and in English
  • Check that accented names, Quebec diplomas and French job titles are read correctly
  • Create a real, active mandate, not a dummy job

Days 4 to 7: test searching your database

  • For that mandate, write down the three candidates you would have called from memory
  • See whether the tool finds them, and whether it suggests others you had forgotten
  • Ask yourself whether you could justify each suggestion to your client

Days 8 to 11: test teamwork and French

  • Invite your business developers and check what their access costs
  • Email candidates in French and in English
  • Ask support a question in French and note the response time

Days 12 to 14: do the final math

  • Add up the plan, the add-ons and the users you expect in two years
  • Check how the tool logs AI-assisted decisions (Law 25)
  • Decide on the numbers, not on the demo

Bottom line

For a small placement firm in Quebec, the right bilingual recruitment software is not necessarily the most complete one. It is the one that lets you work in French, puts the database you spent years building back to work, and keeps the bill predictable.

Bullhorn and Recruit CRM go further on sales and integrations. Manatal and Zoho Recruit are very affordable for one or two people. RecruitEasy focuses on the dormant talent pool, explained scores, honest candidate feedback and per-organization pricing.
