What is a dormant talent pool?
A dormant talent pool is the part of your candidate database that no longer works for you. People who applied to a past job, runner-up finalists, resumes received by email, profiles imported from an old tool or a spreadsheet. They are there, often qualified, but nobody looks at them when a new role opens.
It differs from a curated talent pool, which a team actively nurtures with news, follow-ups and up-to-date tags. A dormant pool builds up by default.
Why does a dormant talent pool matter?
Every candidate in your database has already cost something: a job ad, screening time, sometimes one or more interviews. Restarting sourcing from zero for each role means paying a second time to find people you already know. For a staffing agency, it is often the firm's main asset, and the most underused one.
These candidates also have an advantage: they already know your name. A finalist who received honest rejection feedback six months ago is more likely to reply than a stranger contacted cold. Conversely, a candidate who was ghosted has little reason to answer. The quality of a dormant pool depends on how people were treated the first time.
Concrete example
A staffing firm in Winnipeg has 3,000 candidates in its spreadsheet, accumulated over five years. It gets a search for an assistant controller. Instead of posting an ad and waiting, it imports the file into its software, which compares each profile with the role's requirements. Eleven candidates come up with the reason: CPA designation, month-end close experience, QuickBooks. Two of them were finalists for another client in 2024. The firm calls them the same day.
Best practices
- Centralize. A pool scattered across inboxes, spreadsheets and old tools is invisible. Import everything into one place.
- Search your database before posting. Make it the first step of every search.
- Respect the retention period you announced to candidates and personal information rules, such as PIPEDA in Canada or Law 25 in Quebec. A pool is not a stock to keep forever.
- Re-contact with a specific reason: the role, and why the profile fits. No generic message.
- Close the loop every time, so the pool stays alive next time.

Common mistakes
- Sending a generic newsletter to the whole database. Response rates are low and some people unsubscribe.
- Keeping files beyond the announced retention period. It is a legal risk and a lack of respect for the candidate.
- Forgetting to update the file after a new exchange: the next recruiter will start from scratch.
- Judging a profile only by its last job title. People grow; a quick call often reveals skills gained since the file was created.
