Search for "best ATS for recruiting agencies in Canada" and you mostly find lists written for US agencies, or rankings where the vendor puts itself first on every single criterion. That is not much help when you run a three-person firm in Laval or a temp staffing agency in Sherbrooke.
This ranking is different in one way: it does not crown a single winner. A headhunting firm, a temp agency that runs payroll for its workers, an IT consulting firm that places consultants on contract, and an SMB hiring for itself do not need the same tool. So we ranked eight tools by the type of firm each one serves best.
One disclosure before we start: we build RecruitEasy, one of the tools on this list. We are not neutral. To make up for it, every price below was checked on the vendor's public page in September 2026, we say so when a price is not public, and we list RecruitEasy's limits as plainly as everyone else's. We give no star ratings and quote no customer reviews: we could not verify them.

We kept the tools a Quebec firm actually runs into when it shops around: Quebec-built software, international staffing specialists, and a few affordable ATS that are widely used in Canada. We looked at each one from six angles.
Permanent placement, temporary staffing, consultants on contract: these are different workflows. A temp agency needs to manage availability, shifts, timesheets, payroll and client invoicing. A headhunting firm mostly needs to find the right profile fast and present it to a client.
Per user, per employee, per manager, per organization, or on quote. The model matters as much as the number: a low per-user price can get expensive once you add a business developer or an assistant.
Interface, email templates, reading French resumes, support in French. A tool built in Quebec has a head start here, but it is not automatic: test it during the trial.
For a placement firm, the database is the main asset. We looked at whether the tool helps you find candidates you have already met, and whether it explains its suggestions.
Client CRM, invoicing, payroll, timesheets. Some tools cover them, others deliberately do not. This is often the deciding factor.
Quebec's Law 25 (informing the person when a decision is based exclusively on automated processing, s. 12.1), the Charter of the French Language, and Ontario's requirement, since January 1, 2026, for employers with 25 or more employees to disclose AI use in public job postings. Who it is for: placement firms of 1 to 15 people, independent recruiters and headhunters, especially in Quebec.
What sets it apart:
Its limits, plainly: it is the youngest product on this list. It has fewer integrations than established tools, no client CRM or placement invoicing, no job board multiposting yet and no native mobile app. If your firm runs temp staffing with payroll, it is the wrong tool: RecruitEasy deliberately stops once the candidate signs.

Who it is for: temp staffing and recruitment agencies that manage workers on assignment, their availability, payroll and client invoicing.
What stands out: PRIM Logix has been built in Quebec (Saint-Jean-sur-Richelieu) since 2005, specifically for temporary staffing and recruitment agencies. It covers applicant tracking, matching workers by availability and qualifications, a CRM, web and mobile portals where clients post requests and candidates update their availability, and above all the back office: invoicing, payroll and commissions, with export to your accounting system. The vendor says its infrastructure runs on Microsoft Azure in Canadian regions.
Worth knowing: there is no public pricing on the site; you have to request a demo. It is a full agency management system, so broader (and likely a bigger project to roll out) than a light ATS. It covers exactly what RecruitEasy does not: if you need payroll and invoicing for temp workers, look at PRIM Logix first.
Who it is for: established agencies, often with several offices, that do a high volume of placements and want everything in one place.
What stands out: Bullhorn is a long-standing reference in staffing software. Its range goes from a Starter plan for small agencies up to Bullhorn One, which brings front office and back office together, invoicing included. Its partner marketplace is very large, and implementation is free on Starter and Core.
Pricing: Starter $99 USD and Core $165 USD per user per month; Pro (with the AI features) and Max are on quote. The page does not state the billing term or a minimum number of users.

Who it is for: a solo recruiter or a very small team with a modest database.
What stands out: an online ATS with a recruitment CRM to track clients and leads, AI candidate recommendations from the first plan, a progressive mobile app and 3,000+ apps via Zapier. 14-day trial, no card.
Pricing: Professional $19 USD, Enterprise $39 USD, Enterprise Plus $59 USD per user per month ($15, $35 and $55 USD billed annually).

Who it is for: agencies already using Zoho (CRM, mail, accounting) or that want to start without paying.
What stands out: Zoho Recruit has a separate edition for staffing agencies, with dedicated portals and resume formatting for client submissions. It is the only tool on this list with a free plan, which is limited. 15-day trial on paid plans.
Pricing: according to Zoho's help center, Standard $30 USD, Professional $60 USD and Enterprise $90 USD per recruiter per month. Unlimited records are limited to Professional and Enterprise. Prices on the website vary by region: check them for your account.
Worth knowing: several options are sold as add-ons. Add everything up before you compare.
Who it is for: agencies and executive search firms that want an ATS and a sales CRM in one tool, with a lot of automation.
What stands out: deal pipelines, timesheets, AI matching and sourcing, unlimited email templates, automated sequences from the Business plan, job board posting from Pro.
Prices shown in Canada: Pro $150 CAD, Business $225 CAD, Enterprise $350 CAD per user per month billed monthly, or $125, $185 and $295 CAD billed annually.
Worth knowing: several advanced features (workflow automation, multiposting, enrichment) are in Enterprise or billed as add-ons. Ask for a full quote for your team.
Who it is for: IT services firms, consulting firms and engineering companies that place consultants on assignment and need to track their time, expenses and billing.
What stands out: BoondManager, now becoming Boond, is a French vendor whose software covers CRM, recruiting, consultant tracking, time and expenses, invoicing and reporting. There is also a standalone CRM + ATS plan aimed at sales teams and recruiting firms.
Pricing (public page, in euros excluding tax): Business CRM + ATS plan at €89 per manager per month; ERP plans Core, Advanced and Enterprise at €59, €79 and €99 per manager per month, plus €4 per consultant.

Who it is for: Canadian SMBs, especially in Quebec, that want to manage their employees and their hiring on one platform.
What stands out: Folks is a Quebec City vendor whose main product is an HRIS for SMBs (employee records, performance reviews, optional payroll). Its ATS posts jobs to several job boards (including LinkedIn, Indeed, Jobillico and Isarta), parses resumes and offers AI matching. The vendor says it also serves recruitment agencies and hosts its data in Canada.
Pricing: ATS from $99 per month (flat rate); HRIS from $6 per employee per month; payroll from $3.50 per employee per pay run; implementation fees from $500 on all plans. The page does not state the currency.
Worth knowing: Folks' strength is the HRIS. If you are a placement firm, you will not need employee management, and you should check in a demo how the ATS handles clients and mandates.
Your priorities: find the right candidates fast, justify your picks to the client, keep the bill reasonable. Look at RecruitEasy, Manatal and Zoho Recruit. If you have thousands of candidates on file and start from scratch on every mandate, focus your trial on searching the existing database.
Your priorities: availability, assignments, timesheets, payroll, invoicing. An ATS alone will not do it. Start with PRIM Logix, then Bullhorn if you are a large agency.
Your consultants remain your employees during the assignment, and you bill time. BoondManager is built for that.

One criterion almost no ranking mentions: what the candidate you did not pick actually receives. For a placement firm, that candidate is often the one you will place on the next mandate. Leaving them without an answer damages your reputation with the very people who make up your database.
